How to fix lag spikes in counter strike 1.6?

Hi i just recently reinstalled counter strike 1.6 onto my vista and everytime i see an explosion or a whole bunch of players i get these random lag spikes, it is not due to my ping because its always around 20, and also my fps is really low its like around 30. i have a Intel(R) G33/G31 Express Chipset family
